Ruth Kirschstein, M.D., Principal Deputy Director, NIH


Dr. Kirschstein discussed new steps to improve the protection of research subjects. She discussed the recent initiative of not-for-cause site visits at various medical schools or academic health institutions to ensure that they properly implement informed consents and other rules. New means for data safety and monitoring will be examined for Phase I and Phase II levels. She mentioned that NIH was examining rules for conflict of interest for institutions. She noted that Congress was in the final stages in the appropriations process. She discussed a recent draft strategic plan to develop appropriate research for addressing the elimination or at least decrease of disparities in health care for minority individuals.
